my ranger was laid on 17s and didnt have to notch for the beams but did notch for tie rods.
i had something like 235 40 17 on mine
28in is a pretty big size for that i can see you having to notch for the beams.

I actually notch the tie rods but needed more on the drivers side, so john at get bored made me so new tie rods.

I'm sittin on stock rims with a 225/70-14 tire... not quite layin frame.. I'll be gettin some 18" rims with 235/40-18 tires... I hope I can get the frame on the ground... Wish I could go bigger, but my truck is a manual trans. I have clearance issues with the clutch master cylinder :(

Mount you clutch master cylinder under the dash.
